Contract Services

Unmatched procurement capabilities, extensive operation experience

For 65 years, DCC has linked the infrastructure needs of our Client-Partners with the contractors and suppliers who service these needs. Contract Services serves the Department of National Defence (DND) and Canadian Armed Forces (CAF) domestically and overseas, issuing roughly 2,000 contracts annually for professional services, construction, goods, and other infrastructure-related work. Because of our in-depth knowledge of the construction business, our experts can meet both the demands of our Client-Partners and the high standards of federal procurement regulations. Using its quality management program, the service line ensures consistent delivery, enhanced client input and continuous improvement.

Contract Services’ responsibilities include procurement and solicitation planning, preparing tender documents, soliciting and evaluating bids, awarding contracts and conducting market assessments.

DCC has many infrastructure-related tender processes. Each is designed to meet a particular requirement. They include:

  • design-bid-build
  • design-build
  • standing offers
  • source lists
  • construction management
  • public-private partnership (P3)
  • facility maintenance contracts
  • energy-performance contracts (EPC)

Contract Services can manage a procurement project using any of a number of approaches, such as:

  • Quick response tenders: DCC maintains a list of contractors capable of meeting the construction needs of specific locations. Contracts for small, uncomplicated projects can be in place within 14 days.
  • Modified approach to design-build: This contract option is used to deliver a portion of a major capital construction program. This approach provides better value and reduces the overall project delivery time compared to the traditional design-build method.

E-procurement

DCC is moving from a paper-based to an online electronic procurement system that enables the Corporation to accept tenders electronically. For more information, consult our e-procurement page.

Leading the industry

For ten consecutive years, DCC has received the National Procurement Institute’s Achievement of Excellence in Procurement (AEP) award, honouring excellence in public procurement.
