E-bidding now available for all DCC contracts

Starting April 6, 2020, companies will be able to submit electronic bids for all new professional services contracts.

With this addition to its e-bidding capability, DCC now accepts e-bids for all types of opportunities (goods, and construction, maintenance and professional services), including those that require bid security. All DCC procurement opportunities are available through MERX, an independent private sector tendering service.

DCC will no longer accept paper submissions for opportunities that require e-bidding and are posted on MERX after April 6, 2020. Each opportunity will clearly identify the requirement for companies to submit e-bids.

Advantages to the industry of e-bidding

  • Bidders can submit their technical and cost proposals (files can be up to 2 GB) online at no additional cost.
  • The system accepts revisions to technical and cost proposals any time prior to closing. (Note: the technical proposals of unsuccessful bidders will be deleted from MERX after the evaluation period.)
  • Bidders receive an e-bid confirmation number once they successfully submit their bid.
  • Bid results are available online.

DCC has prepared two presentations ("Electronic bidding," 2016, and "Submitting a Proposal," 2020) to help companies new to e-bidding get started. MERX has published a user guide and videos on using its system.

Electronic bid security

Businesses whose e-bids are accepted and require bid security must submit either an electronic bid bond (e-bond) or cash security by electronic funds transfer (wire transfer). Each opportunity posted on MERX will clearly identify any requirement for electronic bid security.
