Derrick Cheung

Mr. Cheung is a seasoned executive who has extensive business experience, with expertise in infrastructure, defence and energy industries. He has demonstrated proficiency in maximizing productivity and championing operational excellence. Prior to his appointment as DCC's President and CEO, Mr. Cheung held high-level positions with multinational companies in various industries, including defence (infrastructure, equipment, materiel, environment and real property), transportation (air, rail, marine and public transportation), infrastructure (roads, bridges, and public works), real estate, and energy industries. Mr. Cheung holds a Master of Laws (International Business), a Master of Business Administration, and a Master of Arts (Leading Innovation and Change), as well as numerous industry certifications.

Stephanie Ryan, B.A. (Hons), ABC

Following a 12-year private sector career in marketing communications, Ms. Ryan joined DCC in 2002. Prior to DCC, she spent three years with a national magazine publishing firm and nine years with a life sciences business. She holds a Bachelor of Arts (Honours) degree from the University of Ottawa, the designation of Accredited Business Communicator (ABC) and is an accredited TESL Ontario Language Instructor.

Alison Lawford, LL.B., LL.M.

Ms. Lawford joined DCC in the summer of 2008 after having worked a number of years at Export Development Canada as the Compliance Officer and as part of the Corporate Secretariat. She is a lawyer and also has a Master of laws degree from the University of Ottawa. At DCC, Ms. Lawford is responsible for all Corporate Secretariat matters including corporate governance and legal affairs.

Ross Welsman, P.Eng.

Mr. Welsman holds a Bachelor of Science in Mathematics degree and a Bachelor of Engineering (Civil) degree from Memorial University of Newfoundland. Following 15 years in the private sector in the heavy civil contracting and environmental remediation industries, Mr. Welsman joined DCC as the Area Engineer for the Atlantic Region. He was appointed Regional Director of the Atlantic Region in 2006 and subsequently transferred to Ottawa in July 2011 as the Regional Director for the National Capital Region. Mr. Welsman was promoted to VP, Operations—Business Management in November 2015 and currently sits on the board of Canadian Construction Innovations.

George Theoharopoulos, P. Eng.

Since joining DCC in 2004, Mr. Theoharopoulos has held a variety of positions including Manager, Environmental Services and Manager, Business Operations in the Atlantic Region. He received his Bachelor of Engineering degree from the Technical University of Nova Scotia. Following graduation, he worked for more than 14 years in both the public and private sectors including the oil and gas sector in Alberta and the environmental and real property sectors throughout Canada and the United States. Mr. Theoharopoulos was promoted to the position of Regional Director for the Atlantic Region in 2011.

John Graham, P.Eng., PMP

Following graduation in 1988 from Lakehead University with a Bachelor of Engineering (Civil) degree, Mr. Graham joined DCC as a Junior Engineer in the Kingston office. Since that time, he has worked in numerous positions and sites including Project Engineer in Petawawa and Trenton, and Construction Manager on the DEW Line Clean-up project in Tuktoyaktuk NT. In 1998, he attained his designation as Project Management Professional and the following year became the Area Engineer for Ontario Region. In 2008, Mr. Graham assumed the role of Manager, Business Operations Ontario and was appointed as the Regional Director, Ontario Region in 2009.

Grant Sayers, C.E.T.

Mr. Sayers joined DCC in 2003 as a Contract Coordinator at CFB Suffield, Alberta. In 2008, Mr. Sayers moved to Comox as the Operations Manager where he was responsible for growing a team to accommodate growth in capital programs. Subsequently in 2011, he was transferred to the Western Regional Office in Edmonton in a dual role as Regional Service Line Manager for real property as well as Operations Manager responsible for service delivery to the Land Forces Western Area Engineering branch. Mr. Sayers was promoted to the role of Regional Director, Quebec Region in 2012 and subsequently transferred to the Western Region in 2017 where he assumed the role of Regional Director. He is a Certified Engineering Technologist with a mechanical background.

Nicolas Forget, M. Sc.

Mr. Forget, who holds a Master of Science degree from the Université de Montréal, joined DCC in 2001 as Coordinator, Environmental Services, Quebec Regional Office. Three years later, he moved to Ottawa and played a key role on the DEW Line Clean-Up project. With UXO Technician Level 1 certification, Mr. Forget was also instrumental in developing DCC's UXO Practice Area. He returned to the Quebec Region in 2008, subsequently serving as Operations Manager (Quebec Operational Group) and Regional Service Line Leader, Project and Program Management Services and Real Property Management Services. Mr. Forget was appointed Regional Director, Quebec Region, in 2017.

Elizabeth Mah, P.Eng., GSC, PMP

Ms. Mah joined DCC in 1998 following her graduation from the University of Manitoba with a Bachelor of Science (Civil Engineering). Subsequent to roles at both DCC Edmonton and Esquimalt site offices, she transferred to Ottawa in 2011. Ms. Mah was promoted to Regional Director for the National Capital Region in November 2015. She is currently a board member of the Real Property Institute of Canada and sits on the steering committee for the Women's Infrastructure Network (Ottawa Chapter). She holds a Project Management Professional certificate and a Canadian Construction Association Gold Seal Certified designation.

Karl McQuillan, P.Eng

Mr. McQuillan joined DCC in June 2018 following a 36-year career with the Canadian Armed Forces, including positions with the British Army and the U.S. Army in Afghanistan, and at the NATO Joint Force Headquarters in the Netherlands. A graduate of the Royal Military College in civil engineering, he subsequently earned a Masters of Strategic Studies from the U.S. Army War College. With his extensive experience in defence infrastructure and environment in Canada and abroad, Mr. McQuillan attained the position of Canada's Chief Military Engineer and Chief of Staff (Infrastructure and Environment). He retired from the military at the rank of Major-General.

Navpreet Uppal, B. Eng.

Ms. Uppal joined DCC in 2005 following an 8-year career in the private sector. She began as an application developer and transitioned into the role of business analyst. In 2016, Ms. Uppal was promoted to Manager, Application Support, leading the applications team supporting the enterprise resource planning and business intelligence applications. In 2019, she was appointed Director, Information Technology. Ms. Uppal holds a Bachelor of Engineering (Mechanical) degree from Punjabi University, Punjab, India.

Mélinda Nycholat, P. Eng.

Site Office. Since then, she has served the Corporation in various capacities and locations across the country. She served as Director, Contract Services prior to her promotion to VP, Operations. She holds a bachelor of civil engineering from the Université Laval. She sits on the board of directors of the Canadian Public Procurement Council, is an owner representative on the Canadian Construction Documents Committee, sits on the Steering Committee of the Institute for BIM in Canada, and is also a member of the Treasury Board Advisory Committee for Construction Contracts.

Juliet Woodfield, FCPA, FCA

Ms. Woodfield joined DCC's Executive Management Team in September 2016. She brings more than 20 years of public and private sector experience, and was most recently the Vice-President, Corporate Services and CFO at the Canadian Environmental Assessment Agency. She has worked with a variety of government organizations and has also served as the Deputy Chief Financial Officer of the North Atlantic Treaty Organization (NATO) Security Investment Program in Brussels, Belgium. She is a Chartered Professional Accountant (CPA) Ontario Fellow and holds a Bachelor of Commerce degree from the University of Calgary.

Kevin P. Petit-Frère, CPA, CA

Following 10 years' experience in finance including audit, financial reporting and financial advisory, Mr. Petit-Frère joined DCC in January 2020. He has a strong knowledge of Canadian and international accounting standards and experience researching and dealing with complex accounting issues. Mr. Petit-Frère holds a Bachelor of Commerce (Honours) degree in accounting from Telfer School of Management, University of Ottawa and is a Chartered Professional Accountant with the Institute of Chartered Accountants of Ontario. He is a part-time accounting and business professor with the University of Ottawa and Carleton University.

Kimberly Morgan, CHRL

Ms. Morgan joined DCC in 2011 following a 25-year career in the private sector in the financial services, healthcare and professional services industries. Prior to taking on the role of Director, Human Resources in 2020, she worked as advisor and manager of compensation and benefits. Ms. Morgan earned her certificate in Human Resources Management from Fanshawe College in London, Ontario and holds a Certified Human Resources Leader designation from the Human Resources Professionals Association.
