The Department of National Defence (DND) is moving forward with the modernization of equipment at the General Jean-Victor Allard building, the central heating plant and about 20 other smaller buildings at the Saint-Jean Garrison in Quebec.
This energy performance contract (EPC), valued at $29.5 million, includes upgrading the Garrison’s lighting system; optimizing heating, ventilation and air conditioning controls; improving air circulation and ventilation; reducing hot water consumption; and improving building envelope performance.
“This work will allow us to reduce the Garrison’s energy costs by 27%, representing savings of $870,000 per year. In addition to being financially profitable, this investment will allow us to significantly reduce greenhouse gas (GHG) emissions, thereby contributing to DND’s goal of achieving zero net emissions by 2050,” points out Larbi Khiari, DCC Coordinator, Construction Services.
The DCC team is working closely with colleagues in DND’s Real Property Operations Group and the Director of Portfolio Innovation, Infrastructure and Environment Group.
Work is scheduled to start in 2026 and be completed in 2028. During this period, the Garrison will remain fully functional and operational.
“For us, this is a unifying project that will improve the Garrison’s energy efficiency and overall performance. This will reduce the garrison’s current GHG emissions by almost the equivalent of 5,500 tonnes of carbon dioxide per year,” concludes Larbi.
