Once again, DCC is on the leading edge of innovation in contracting and project delivery.

On April 6, 2018, DCC issued the request for proposal (RFP) for the federal government’s first-ever Integrated Project Delivery (IPD) project. The work is to build a new home for the Royal Canadian Dragoons, an armoured reconnaissance regiment at CFB Petawawa.

IPD is a new approach that features a multi-party agreement between stakeholders (in this case, DCC with its Client-Partner DND, the design consultant and the contractor), decisions being made by consensus, and shared risks and rewards. It took more than three years of collaborative work between DCC and DND, as well as DCC's work with industry, to get this pilot project to this point.

“This was a major achievement that involved employees from across DCC’s Ontario Region contributing their expertise over a long period,” says Vice-President, Operations—Procurement, Mélinda Nycholat. “Working closely with the Client-Partner, we were able to mobilize a forward-thinking, collaborative and innovative team of individuals that I'm confident will be able to deliver this project successfully.”

The $52-million project will see the design and construction of a new 9,900-m2 facility designed to meet at least LEED Silver standard, and the renovation of approximately 1,800 m2 of existing space. The project will seek to maximize the use of lean processes and technology, such as building information modelling, to increase productivity and collaboration.

DCC expects to award the contract this summer, with completion scheduled for August 2021.
