Next spring, anyone entering the main gate of 12 Wing Shearwater will pass row upon row of shining solar panels angled skyward.

Now under construction is a ground-mounted solar field that will cover approximately 3.3 acres with 1,344 605-watt modules, generating 900,000 kW hours of energy a year. That will avoid 6,000 tonnes of greenhouse gas emissions over its 30 years of operation.

The DCC Halifax team is a critical linchpin in ensuring the project’s success.

The solar field is a $4.6-million component—and “the jewel in the crown,” said Matt Mackenzie, Coordinator, Facility Management—of a comprehensive Energy Performance Contract (EPC) held by Johnson Controls. The project also aligns with the Government of Canada’s procurement strategy for Indigenous businesses. Project partner Bayside Renewables is a joint venture between Bayside Development Corporation, which is wholly owned by the Paqtnkek Mi’kmaw Nation, and Natural Forces Solar, whose crews are on-site.

Given the numerous stakeholders, the experience on DCC Halifax’s EPC team plays a huge role in keeping the project moving smoothly.

“DCC is almost the grease on the wheel,” said Matt. “We have the institutional knowledge to know where information needs to go, who has the answers, and the right levers to pull.”

Matt and fellow DCC colleague Amanda Jackson, Coordinator, Construction Services, work closely with a number of teams from the Department of National Defence, including the electrical, mechanical, engineering and maintenance teams. This strong collaboration ensures that any issues are addressed quickly and progress continues smoothly.

“The solar array will help our Client-Partner meet its energy goals,” said Amanda. “When the ‘on’ switch is pulled next year, it’ll be very rewarding to know we’ve contributed to that effort.”
