DCC achieved another significant milestone on January 15, 2019, with the DND announcement of the first Government of Canada construction project to use the integrated project delivery (IPD) method.
The $80.6-million project involves building a new home for the Royal Canadian Dragoons, an armoured reconnaissance regiment, at 4th Canadian Division Support Base Petawawa.
Under the IPD approach, DCC, DND, the general contractor, the architect, and the consulting engineering firm will work together to manage the project–staying on time and on budget. Decisions will be made by consensus, with shared risks and rewards.
“We’re always looking for ways to deliver the project in the most collaborative and cost-efficient manner to ensure that we get the best result for the Crown,” said Vice-President, Operations—Procurement, Mélinda Nycholat at the announcement.
“The parties will also seek to maximize the use of lean processes and technology, such as building information modelling, to increase productivity and collaboration.”
DCC put the contract out for tender in April 2018, and awarded it to PCL and Architecture49 in October 2018. This was the culmination of more than three years of collaborative work between DCC, DND and industry to develop this new approach to contracting.
DCC National Capital Region’s Amanda Eid, Coordinator, Contract Services, led the procurement, with Ontario Region's Marcy Burton, Regional Service Line Leader, Construction Services, and Ryan Maher, Program Leader, heading up the negotiations.
The project, which is expected to be complete in August 2021, will see a new single 9,900-m2 facility featuring enhanced vehicle maintenance, storage, logistics and training areas replacing eight obsolete ones, as well as three buildings that will be renovated.
