Two members appointed to DCC Board of Directors

Moreen Miller, Chair of the Board of Defence Construction Canada (DCC), is pleased to confirm the Government of Canada’s appointment of two members to the DCC Board of Directors.

Ruby Philip-Katyal, of Toronto, is a Senior Legal Counsel at the Ontario Ministry of the Attorney General. A lawyer with expertise in corporate and commercial law, Ruby is well versed in risk management and audit assurance.

Gord Helm, of Halifax, has held senior roles at both Fourth State Energy and at Nova Waste Solutions Inc., Gord is also a retired member of the Royal Canadian Navy who served for 21 years.

Both Ruby and Gord possess a breadth of experience serving on various Boards as both members and Chairs. “These new directors bring to DCC their extensive experience in a wide range of public and private organizations, and will support DCC’s continued success in the future,” said Moreen. “On behalf of the Board of Directors of DCC, I welcome Ruby and Gord and look forward to working with them.”

The appointments were made by Her Excellency the Governor General in Council on the recommendation of the Minister of Public Services and Procurement. Directors are selected on the basis of their professional background, expertise and experience in the fields of infrastructure and the environment, which includes construction, civil engineering, energy, utilities and sustainable development.

“Ruby and Gord replace Steve Anderson and Claude Lloyd,” said Moreen, “both of whom I would like to personally thank for their dedicated service.”

The new appointments are for four years, effective March 7, 2025.
