John Graham

Mr. John Graham, P.Eng., PMP – Director, Ontario Region
Following graduation in 1988 from Lakehead University with a Bachelor of Engineering (Civil) degree, Mr. Graham joined DCC as a Junior Engineer in the Kingston office. Since that time, he has worked in numerous positions and sites including Contract Services Officer and Special Assistant to the Vice President Operations at Head Office in Ottawa, Project Engineer in Petawawa and Trenton, and Construction Manager on the DEW Line Clean-up project in Tuktoyaktuk NT, In 1998, he attained his designation as Project Management Professional and the following year became the Area Engineer for Ontario Region. In 2008, Mr. Graham assumed the role of Manager, Business Operations Ontario and was recently appointed as the Director, Ontario Region.

 
Stephen G. Karpyshin

Mr. Stephen G. Karpyshin, P.Eng. – Director, Western Region
Mr. Karpyshin joined DCC in 1988 and was appointed Regional Director, Western Region, in 1998. Over the past 15 years, he has worked on such projects as the North American Air Defence Modernization project and the Infrastructure Reduction Program in Edmonton. Mr. Karpyshin graduated from the University of Manitoba with degrees in Physics and Civil Engineering. He is a member of the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM), the Association of Professional Engineers, Geologists, and Geophysicists of Alberta (APEGGA) as well as the Alberta Federal Council.

 
Marc Lanteigne

Mr. Marc Lanteigne, P.Eng. – Director, Quebec Region
Since joining DCC in 1988, Mr. Lanteigne has worked in every region on projects such as the construction of short-range radar sites in Labrador and he was the Area Engineer in the Western Region, prior to assuming responsibility for the Quebec Region in 2001. Mr. Lanteigne earned a Bachelor of Science in Engineering (Civil) degree from the University of New Brunswick. He is a member of l’Ordre des Ingénieurs du Québec and the Association of Professional Engineers and Geoscientists of New Brunswick.

 
Ross Welsman

Mr. Ross Welsman, P.Eng., PMP – Director, National Capital Region
Originally with DCC from 1983 to 1988, Mr. Welsman rejoined DCC in 2003 as the Area Engineer for the Atlantic Region, after 15 years in the private sector. During that time, he worked as a Project Manager in the heavy civil contracting and environmental remediation industries. He has worked on a number of major DCC projects, such as the Long Range Radar Station in Cartwright, Labrador and the Jetty 8 Improvement Project in the Halifax dockyard, and was appointed Regional Director of the Atlantic Region in 2006. In July 2011, Mr. Welsman transferred to Ottawa as the Regional Director for the National Capital Region. He has earned both a Bachelor of Science in Mathematics degree and a Bachelor of Engineering (Civil) degree from Memorial University of Newfoundland, and holds a Project Management Professional designation.


Mélinda Nycholat

Ms. Mélinda Nycholat, P.Eng., PMP – Director, Contract Services 
Ms Nycholat joined DCC in 1988 as a Junior Engineer at the Gagetown Site Office. Since then, she has served the Corporation in various capacities and locations across the country. Some significant undertakings include managing the construction contract for a $20-million design-build hangar and taxiway facility for 14 Wing Greenwood and, as Area Manager for Western Region, serving as the national client liaison for 1 Canadian Air Division. Ms. Nycholat is currently the Director, Contract Services. She holds a bachelor of civil engineering from the Université Laval as well as a project management professional certificate from the Project Management Institute. She sits on the board of directors of the Canadian Public Procurement Council and is also a member of the Treasury Board Advisory Committee for Construction Contracts.

 
George Theoharopoulos

Mr. George Theoharopoulos, P.Eng. – Director, Atlantic Region
Mr. Theoharopoulos was recently appointed to the position of Regional Director for the Atlantic Region. Since joining DCC in 2004, he has held a variety of positions including Manager of Environmental Services and Manager of Business Operations in the Atlantic Region. Mr. Theoharopoulos received his Bachelor of Engineering degree from the Technical University of Nova Scotia. Since graduation, he has worked for more than 14 years in both the public and private sectors including the oil and gas sector in Alberta and the environmental and real property sectors throughout Canada and the United States.
