Executive Team

Mr. James Paul – President and Chief Executive Officer
Mr. Paul was appointed to the position of President and Chief Executive Officer in September 2009. He is a Canadian technology industry veteran, with a career spanning almost 30 years in a variety of international companies, including as founder and president of Impath Networks and in senior management roles with Newbridge Networks, Mitel and Nuvo Network Management. Prior to his appointment with DCC, Mr. Paul served as Chair of the Canada Science and Technology Museum Corporation. An Ontario lawyer, he earned a law degree from the University of Ottawa after studying in the business program at Carleton University.

Mr. Daniel Benjamin, P.Eng., ing. – Vice-President, Operations
Mr. Benjamin joined DCC in September 2011 following a 35-year career with the Canadian Forces (CF). He graduated from the Royal Military College (RMC) in 1981 with a Bachelor’s degree in civil engineering and subsequently earned his Master’s degree in engineering (geotechnics) from RMC in 1990. From design and construction of infrastructure to the involvement with project, program and facility management of all facilities in Canada and abroad, Mr. Benjamin attained the position of Chief Military Engineer for the CF and Chief of Staff (Infrastructure and Environment). He retired from the military at the rank of Major-General.

Ms. Alison Lawford, LL.B., LL.M. – Corporate Secretary
Ms. Lawford joined DCC in the summer of 2008 after having worked a number of years at Export Development Canada as the Compliance Officer and as part of the Corporate Secretariat. She is a lawyer and also has a masters of law degree from the University of Ottawa. At DCC, Ms. Lawford is responsible for all Corporate Secretariat matters including corporate governance.

Mr. Randy McGee, P.Eng., GSC – Vice-President, Operations
Originally with DCC from 1984 to 1998, Mr. McGee rejoined DCC in 2001 as the Western Area Engineer, after three years in the private sector running his own project management firm. He has extensive experience in managing construction and consultant projects as well as design-build and construction management projects. Mr. McGee earned a Bachelor of Science in Engineering (Civil) degree from the University of Manitoba, and is a Canadian Construction Association Gold Seal Certified Project Manager.

Mr. Angelo Ottoni, CA – Vice-President, Corporate Services, Chief Financial Officer and Treasurer
Mr. Ottoni joined DCC in 2001 and manages four departments, which are responsible for human resources, information services, finance, and administration. Before joining DCC, he worked for nine years in the technology industry and for 15 years with a major international accounting firm. Mr. Ottoni earned a Bachelor of Commerce degree from Concordia University as well as a Public Accountancy diploma from McGill University. Mr. Ottoni received his Chartered Accountant Designation in 1978.
